It is accessible with the Design\Connect\Solid Element Operations menu command.
If you migrated your Work Environment from a previous version the Connect menu will not appear on your Design menu, you will have to add it manually.
Or you can select the Target Element of the SEO in any viewpoint and right-click, then on the context menu select the Connect\Solid Element Operations menu command.
