Can't rotate of 2d element in sect/elev

We used to be able to rotate a copy of 2d element in sect/elev window. It's grayed out in v.17. Am I missing something?

Works for me with no problems.
All of the Move command are working invoked either from the menu or the context menu, or by starting to rotate and pressing CTRL to toggle the copy mode.
Are you sure the object does not have 3D parts?
