Can't select points in a Layout Drawing (AC11)

I have a drawing (a section view) in a layout, that will not let me select points (in the drawing). It won't even snap to hotspots (a la plotmaker).

Replacing the drawing did nada.

Any ideas?

No. I've got 4 other drawings on the same layout and they all work fine.
