I want place schedule with multiple rows(2 or 3 rows) among multiple layouts.
but 'Split Drawing among Multiple layouts' set displays only one row on one layout.

As far as I know this is a limitation. You can not combine both options together.
You either get it spread to multiple layouts or it will go next to each other/below itself on one layout.

You can "Restructure' a schedule to have multiple rows on one layout.
But if you then 'Split' the schedule to multiple pages, I am not sure if it reverts to a single row per page.
I think it does.
You can always restructure the schedule and place copies on separate layout pages.
Then crop the frames to show different rows of the schedule.
It is not as automatic and you may have to keep an eye on things if you amend the number of windows.
