Custom line type - how to set orientation/origin

I would like to create a custom line type that behaves the way the "earth" line type does... its thickness is oriented to one side of the line as drawn. I would like to create a border that falls either entirely inside or outside the perimeter of a polyline. By default, it is centered. How do I change that? Thanks for your help.

Offset with a hotspot equal to the height of the line elements, below the desired origin. See image below.

Use "Copy line components" button, close Line Types dialogue, paste them to your plan view, add hotspot, select line components and hotspot, copy to clipboard, go back to Line Types dialogue and hit the "Paste line components" button.
