Since you are using a sloped Column, it cannot be set to Symbolic Display so it will always appear on its Home Story. You need to adjust the Floor Plan Cut Plane (FPCP) for the Story you want to see the Column, so the FPCP intersects the Column. The FPCP is saved as part of a View. Which settings to use for the FPCP will also be determined by the Floor Plan Display of the Column, and how you want it to appear in the Plan View.
