Favourites not retaining element transfer settings

I read here that "The Favorite default is a user preference and stored locally."

But each time I open the same file on the same computer the apply transfer settings changes. Is this a bug or have a missed something?

I think it might just be the name of the default favourite transfer set that is stored locally.

So if the file has that transfer set installed, then it will be used as your favourite.

If it is not in the file, then I don't think it will create it as the sets and their settings are all stored in the project and must be imported/exported to other files if they don't exist.

I may be wrong.
