How do I model wainscot with base trim, panels, vertical and horizontal rails and a top chair rail?

The more recent versions of AC allow the use of custom profiles in the Curtain Wall tool. From what you describe that may be a suitable option. I haven't had much reason to use the rail tool so I can't advise if it would be a workable option.
