How to turn on tool tips [the tag that pops up as you hover over a button]?

I am on a Mac and I don't know if this is a Mac thing or an Archicad thing. But for some reason those annoying, floating tool tips are also helpful and I cannot figure out how to get them back on. I may be searching the wrong term in the wrong place. Please help.

Nope. That is not what I am looking for. The tracker works, but the toolbar tips does not.
