I should say that levels show correctly on elevations and sections, and I can insert these dimensions correctly in these views.
I am obviously doing something wrong - but what?

maybe your dimension marker gets confused as to which slab it should associate itself with?
try placing your dimension (with the gravity thing turn on) but turn off the ceiling slab if you have it on and don't show the slabs on any other floor exept their own. That way the dimension marker withh associate itself with the correct slab, ie the floor... then turn on/ show ceilings, slabs above etc...

I think Gravity to the slab needs to be "on" when placing the level dimension, otherwises it will just report the Current Story level no mater what that slab is. (With Gravity "off", and with the slab top set to story top, it only "looks" like it is reporting the Slab level dimension, but it is not associated with the slab. (this can be seen by raising/lowering the slab and no change to level dimension).
The only way to have the level dimension "live" and associated to the Slab (or anything else) is to use gravity option.
I almost always have my slabs also show one story down. I have found that the only way to have the level dimension tool select the Slab that is truly on that story is to temporarily have all the slabs that might "interfere" to be set to Own story only.
Small pain, is there another way?
