Welcome to Archicad! I'm glad you found the forum, your best friend and saviour on Sunday nights. Loads of help here.
If you haven't already done so, work through the interactive training guides AKA tutorials. You can download them from Graphisoft via the Help menu in AC. Begin with the "Experience BIM" and "Archicad Essentials". I found these guides got me through the "where is anything!" stage fairly well.
1) Toggle your coordinate settings from absolute to relative or vice versa, that will change the behavior of the measure tool. If you don't see the coordinate settings on screen, go to >Window >Palettes > Coordinates; check the X,Y box.
2) Begin the measure tool (shortcut M) with a left click on the element or point of beginning.
3) Also check your snap settings, they may be so large that you are defaulting to the origin.
Also notice my signature line (accessible through the profile page), it includes some machine information and most important what version of AC I am using.
