Mesh Tool Issue

I hope someone has had a similar issue and can help me solve this problem.
I'm creating new mesh points from the surveyor's topo. For some reason, the remaining topo lines won't respond to the command. The mesh tool is activated, I'm using the space bar to highlight the topo line, the palette pops up and I'm selecting "fit to user edges" (as with the other lines). I've never experienced this when modeling my sites. Does anyone have any insights?

Have you checked that these lines are perfectly closed ?
