I’m encountering an issue with ArchiCAD's Change Manager where revisions are being skipped or applied inconsistently. Specifically, some sheets are jumping from Revision 07 directly to Revision 11, when they should be progressing from 07 to 08. Meanwhile, other sheets are correctly moving from Revision 10 to Revision 11.
To clarify, I want to ensure that certain sheets follow the proper sequence: for example, one sheet should go from Revision 07 to 08, while another may go from Revision 10 to 11. I don’t want sheets at Revision 07 to skip directly to Revision 11.
In the past, I’ve used the Change Tool (not the Change Manager) and the “bubbling” method to control which sheets advance to the next revision, but I’m unsure if this is the best way to solve the issue. I prefer to stick with the Change Tool, but I’d appreciate any advice on how to keep revisions accurate and prevent this kind of skipping across different sheets.
Any tips on best practices for managing revisions in ArchiCAD, specifically using the Change Tool, would be greatly appreciated.

What settings are you using in the Transmittal Set? Can you send a screenshot?
My suspicion is you may have accidentally enabled override all revision override all IDs to match Transmittal ID.
