Modules are always placed on a "master layer". Whoever owns that layer can update them and have it "stick". When that person Sends/Receives, the PLP is updated.
Everyone else will have to "update modules" every time they S&R until the module is updated in the PLP, because their drawing will reflect the latest PLP.

And if you create a dedicated master layer for your modules, you can have a teammate who's sole purpose is to update those modules. They sign in only to get access to that master layer.
