Multiple line types in Fill Outline?

I looked at the CP used in the Essentials ITG (AC13), Chapter 2, Step 3.
It has a CP named "Ex-Conc +Brick veneer", with two line types in its
outline, how did GS manage that?

Attached is a screen shot of the CP editor view of this strange creature.
I've moved the fill to verify it is a single fill without added linework.

You know by edge clicking on a polygon in the CP editor, you get the pet palette that has EDGE CONTROL as the far right option... This not only allow you to change materials at each "edge" but also linewt and linetype...
