hi! how can i resolve my archicad project problem which indicates that it cannot currently open a plan file?

On first screenshot the answer is "open read only" and then do a save as.
For the second option if the file is in Dropbox, OneDrive or one of the file sharing drives then you need to wait for it to synch (restart your computer just in case). If after it downloads it still cannot open then the file is corrupted and you should look for the file with the BPN extension which is the backup and try that one.

One reason you can not read a PLN file is because you are trying to open it in a version of Archicad that is older than the version it was created in.
i.e. it was created in 26 and you are trying to open it in 25.
Or it may just be a corrupt file (especially of it is 00KB size), in which case try the .BPN as suggested by Eduardo.
