Navigator -View Map, AC22

Just baffled.
At the bottom of the Navigator View Map, we have small Icons for : <Save current View>; <New View>; <Clone a folder> etc. Working with AC22 the icons are obviously visible but the Pop-up prompts while hoovering over, do not show up.
Have this feature been abandoned or has the Work Environment inadvertently modified ?
Not sure what to said to ne "newbie" I am frequently helping

Working here, have you checked Help > Show/Hide Help Tags to make sure they are on?

Doesn't seem to save the setting in "Workspace Schemes" of W.E.
