New Story Moves Whole Model

Hi All. 

So I have story settings which ive done construction drawings with. 
Kindly find it from -1 Basement to 3 Roof. 

However, I added a story called "external ground" between basement and ground floor. Kindly find screenshot attached (highlighted in blue). 

What happened was the whole model seemed to have shifted down by the 200mm.

What this meant is all the lines / hatches / annotations on the construction drawings on the section view are 200mm higher. I can amend 1 or 2, but i have 60 drawings. Anyone know any tips to:

1 - either solve it back? 

 - what I have tried is to delete the "external ground" layer. I rechecked all my layouts / section views / etc , but no luck. 

2 - how to work around this? for my future reference.

What happens if you change the 'height to next' for that storey to zero?

Even though it has zero height, you can still add elements in it.
