Copying the same content from an elevation plan works just as it should.
Is this a bug or is one not allowed to define a new linetype while working in worksheet or detail mode?

It could be a bug. Those are just hotspots, lines and arcs that can be used as components of a Symbol Line Type (no Polylines/Splines).
If you copy only these, I see no reason why they should not paste into the Line Types Dialog from any Viewpoint type. So if does not, then it is probably a bug.
