PBC and walls

In the attached image I thought that the dbl top plate would be subtracted from the wall using PBC. If I rotate the rim joist and top plates (a complex profile) 90 degrees to the wall it works as expected, however, when placed parallel to the wall (as shown) the connection is not made. I have the reference line on the same side. Shouldn't this work?

No PBC does not work when the reference lines are parallel.
They must cross (intersect) for the PBC to work.

Or just change the reference line of your wall?

I guess I gave up to soon, it does work!

At a corner the reference lines must cross at the adjoining wall
and the connection is made. If I delete the wall on the left, the
connection is dropped.

Success!
