Problem with Pen set line Weight is not taking fraction Value

I am having a strange problem with my Pen Set. I developed it for one month. But from this morning I noticed it's not taking the fractional value. Every time I put a fractional value it automatically gets converted into a whole number (see fig3)

Sure enough plan settings have nothing to do with how to display and save pen widths! Pure madness....
