Use the Hotlink manager to delete hotlinks.
But you shouldn't need to - if you have amended your hotlink you should just need to update it.
I am not a hotlink expert but it seems to me you are chasing yourself in circles.
First there is no need to make MOD files of the houses.
This just creates 2 files for each house - a PLN and a MOD.
Changing the PLN will not change the mod you will have to resave the MOD file.
You can link the PLNs for the houses directly into your site plan.
Now when you change the houses you just update the hotlinks in the site plan.
I don't understand why you are linking the site plan that has the house hotlinks in it back into the house PLNs.
You are effectively linking the house back into itself.
Or am I misunderstanding what you are doing there.
You could create a layer for each house in the site plan that you place each of the houses in.
Then you could create layer combinations that turn on the site layers and one of the house layers as well as the slab and roof layer you want to see.
Repeat for each house layer turning on one house layer but turning off the other 3.
You will now have your site plan with only one house at a time.
Create another layer comination that turns on the site layers and all for house layers and you have all houses on the site plan.
