What are roof level lines and how are they used?

From the ArchiCAD 9 Reference Guide, page 192:
Choosing the Create Roof Level Lines command from the Tools menu will place lines on selected roofs at the height values you specify in the appearing dialog box. ...

So you could use them to show, for example, where the interior roof height is at 5'-0" above the floor.
