Im trying to rotate a house, all floors at once
I marked it with the thick marquee tool, but when i rotate it, it still only rotates one of the two floors.
Make sure all your Layers are unlocked.
Also make sure all you elements are unlocked.
Also make all Layers are visible.
Then draw the large enough thick Marquee around the whole project and it should work.
