So you still have 4 shortcuts assigned to the 'Radius/Dimension' command as per the attached screen shot?
I would try re-applying the Work Environment if you are happy that is set up OK.
Or I would try the other SHIFT key just in case your keyboard is sticky or possibly broken.
Make sure you have no other programs running that can hijack key strokes.
Is it just this file or all files?
Depending on how you work you actually don't need this shortcut at all.
If you have guidelines active there is no need for SHIFT - just move close to a guide line.
And if you have the tracker active there is no need for 'R' or 'D' - just start typing a number and the 'DISTANCE' value in the tracker will be changed.
