Spline Tool on Image File?

Just wondering whether it's possible to use the spline tool on a .jpeg image file. When i open the image file in ArchiCAD it will not let me use any tools. I want to use the spline tool so i can draw the outlines of the key features from the image. Is there a way to do this?
Sorry for the noobie question, I am new to ArchiCAD.
Any help would really be appreciated.

Open a standard archiCAD file, then insert the image using the figure tool.
Draw away.

thanks so much, I knew it would be as easy as that. One last question but, when i click on the figure tool nothing happens, do i need to add my image to the clipboard? if so how do i do that?

Once you have it in the right place to the right size, try locking it to prevent accidental movement or deletion.
