Tiff alone does not handle layers or pages intelligently, it merely "contains" them.
I assume you have a TIFF created with photoshop and saved with multiple layers.
If so, reopen with photoshop, and save each layer as separate file.

No, unfortunately, TIFF file was created with my energy consultant's software (10 pages of energy forms) and photoshop cannot either open all the pages. Only my Windows Photo Gallery seems capable of opening all 10 pages and then options are limited: copy, save a copy, print, etc. Any other suggestions?

Use a PDF printer. Print each page to a separate PDF.

Unfortunately, Start Edition cannot import pdf's (really!). Must work with tiffs. Converting a pdf to a tiff loses LOTS of quality. Any other suggestions?

Try Tiff Splitter 1.0, a free application. Note: I have not tried this myself but I found it on Download.com, a website run by CNET, an organization I find to be very reputable. Plus they analyze programs for potential viruses.
