It would be really nice.... but it's not possible.
In theory you could hotlink it into an unused story (sorry, but Worksheets won't work), but it's not really a direct "Trace from another file"

Try this....
1. Create View in EXTERNAL file (or use one that you've already made).
2. Place VIEW in HOST FILE on a layout sheet
3. In HOST FILE, go to PLAN VIEW (or any other drawing view)
4. Choose the LAYOUT tab of the NAVIGATOR
5. Right Click on the SHEET NAME and SHOW AS TRACE REFERENCE..
It will show the ENTIRE LAYOUT SHEET as a trace reference, but you will be looking at a plan (or whatever) from another file.
