Teamwork update problem

Hello,
will appreciate any solutions for a teamwork updating problem.

for a large project we've split the drawings as follows:
1) main file on teamwork (plp) for the shell package.
2) Interior drawins on another teamwork file, 'saved as' and converted from the shell file. Erased all 3D parts, and left to be worked on, only for 2D interiors.

On Interiors file(2) ,
we are able to see the 3d model, by hotlinking to the main shell file (1)

Now the problem, on the inteirors file:

One team member updates hotlinks, and they update fine.

Onother team member 'sends&receives' ,
and all hotlinks for the rest of team, REVERT to the a status prior to the latest hotlink update.

This condition reamains, until some other team member (a third one) updates hotlinks and sends&receives, only then all hotllinks for everybody else get updated.

Appologies for the lengthy post. Will welcome any ideas as to how to fix this problem.

In my experience, the "insertion layer" for the modules controls them.

When the person who owns that layer updates, thens Sends/Receives, the module update "sticks."
