Use Reference level as Anchor for Windows?

Why is it not possible to use reference level as an Anchor for placing Windows? I have a sub floor which is 40 cm above story level, and I have set it as a custom reference level. Now I have about 20 windows with different heights and the wall base does not sit on the reference level, because it's a composite and the thermal layer must cover the slab. (If there was a Slab End" tool it would do the trick) Now I have to show the window sill height using dimension marker, but I have to manually assign the height for all windows, because I can't use the reference as an Anchor. Wall base is not an option, nor is the story level because both are bellow my sub floor(reference level). It's a suggestion rather than question for adding that option in further versions.

ARCHICAD is not like Revit, it has less of these types of features than Revit.

Hey I found that subfloor thickness within dimension marker settings could be used as a work around.
