User unable to add new elements in teamwork file

We have a teamwork file where 1 user is unable to add any new elements, i.e. draw a wall/fill. No issues with other users. This user has no issues with other files and other users have no issues with this file. What could this be?  Possibly a bug or user setting?

When you log into the bimserver, you can assign different roles to different users. The roles can be assigned different permissions.
This way you can prevent inexperienced users from accidentally destroying your drawing.

just make sure you assign that user the proper role.

The issue is not the role. The user was able to make changes and add new elements to the file one day and next day he couldn't. It was solved it by leaving the teamwork file and re-joining.
