Window Background Pen in layouts

I am using Window Background Pen (-1) for most of the fills background. as it shows fine in ArchiCAD and The same apply to AutoCAD " oddly happy with whipe out"

The problem is happening in the Layouts . where that color shows as "dark grey" .. when printed is fine with no problems . but when exported to DWF . every thing is grey . ( even the background of the sheet ) .

Anyone faced this issue ?

Try this:
in >Work Environment, >User Preferences schemes >On screen options, ...
check to see if "Automatic pen color visibility" is checked.
