aunderstanding Floor Plane Settings

Please help me understand the Floor plane.

I need a floor plan view of elements located between the ceiling and the underside of the floor above.
So, with a floor to underside of slab 13'-0" above, if I set:

CUT Plane = 10'-0'
Show up to = 13'-0"
Down to current Story = 9'-0

I expect the floor plan view to show only elements between 9'-0" and 13'-0", however is not working as expected.

Any hints on how to set this up will be appreciated.

Most elements have settings that ignore the Floor Plan Cut Plane (FPCP), for example, walls set to Symbolic Cut. So you need to be more specific about which elements you are using and what you want to see.

Yes, David:

I have been hired to provide plans showing massive audio visual wiring conduits, sprinkler lines, HVAC and Plumbing, free of conflicts.
All of them runing horizontal with a slope here and there for crossing over.

With the help of Sections, and Display Order I figured it will be reasonably easy. Wrong again, it is taking twicw the amount of time estimated.
