It looks like ArchiCAD uses the point closest to a 90˚ point on the circle where the cursor contacts the circle as the start point for the divisions. So touching the circle in the upper quarter will place the start point at the top, touching it near the side will put the start point at the right or left.
One method is to touch the circle near the top to get the divisions correctly, then try to approach the circle radially at the division point to place the Hotspot, but this is not easy. Another method is to place two hotspots near the top, then use the Multiply command to place the other Hotspots.
