duplicated window / weirdness with frame

it jumps out of the casing or flips where the top window of the double hung is then on the bottom or reversed or something.
whats up?

this is the weirdest thing.
In short, for whatever reason, the new windows, are offset outside of the wall for whatever reason. this is driving me nuts!
if i even open the properties of the lower window then hit ok and close the properties, without changing anything, it pops out like the top one.
the transom was correct, except i need to change the size and number of sashes. changed those items in the properties and the frame (or whatever that is) pops out. i can not get it to go back. maybe i dont know what setting to actually change.
this also happens sometimes when i simply duplicate a window and drag a copy over a bit on the same wall.
