Is there a command where I can select a detail bubble on a plan or section/elevation and go directly to the detail drawing without scrolling for it in the View Map?

Yup. As you didn't post your operating system I don't know if you are on a PC or MAC but on a PC just select the bubble and use context menu (right mouse click) and select "open detail drawing".

Is there a short cut vs. right clicking after selecting the detail?

Not AFAIK. You can assign a keyboard shortcut to the 'Open Detail Drawing' command, but that doesn't open the selected detail. It just opens a list of details to choose from!

With nothing selected you can right-click, and Go to Last Detail / Last Section etc.
