how to create custom panel ?

Hi every one i was wondering if there is anyway to create custom panel window as you see in image i tried to follow its instructions but i can not if anyone can guide that will be great

clear explanation but shall i save it to specific folder inside archicad to be able to recall the object or i can save it in any drive any folder and i can call it also

Although you can save the library part anywhere, I would recommend saving it to the project specific library if you have any and make sure you load the library part to be able to use it.
