missing scale option

I have site plan which to get it to fit the sheet I need to scale at 1" = 60'. Problem is there isn't an option for that scale, so you do the math, punch in 1:720. So now my scale is good but my title, [having auto-text], requires a fill and text overlay work-around to show correctley, [1"=60' instead of 1:720], on the published sheet..........is this my only option?
