The edge angle is always 'hinged' from the top surface of the slab - regardless of the reference plane position.
If you want to extent the top of the slab then you have to stretch the actual slab itself and then angle the edge.

No, because then every time you moved the reference plane, you would have to adjust the slab size and edge angle to keep the edge in the same position.
