"offset“ not applicable to circle....

Hello, I want to offset a circle (ora curve), but the reshape-offset or control-offset not affect it, very weird I cannot apply this basic function any shape....
Please advice, thanks

I assume that because it is a single arc, it is treated as an actual arc.
Arcs and circles do not have this offset edge option in the pet palette.
You can however use the offset tool.

I tried but can not.
when pline two curve it works, but just a single curve cannot....
