If I understand you Beam question correctly, you want to create a Beam that is a sloped Beam and it aligns with the surface of that Shell.
You can use Gravity to gravitate the Beam to the Shell surface. Then maybe you could adjust the inclination of the Beam in 3D.

The answer to the Skylight question is no, I'm afraid.
