tab icon for expanding Layer Manager to show Layer Combos is hard to see

If you don't already know where to look, where is the place to click this Layers (Modle View) window in order to display the Layer Combos ?? It's to tiny. Make it wider at least. Perhaps even with a little tab that sticks out and is uniform for ALL windows with a popout and/or popouts. ?
