what about "special menu" in archicad help

Hi Guys somebody could help me , how i can find the "special menu "? in archicad 11 , it is on all archicad versions ? or only in some special , and i would like an explanation about how it works , plk thanks in advance

the Special menu needs to be activated by a quick registry or plist hack.
