I never had time to play with Param-o, but I believe it must have equal functionality to Archicad GDL editor in terms of licensing:
If you want to share your work with other users for free, you need to put it under the Public Domain Dedication 1.0.
As for sharing such library parts you can publish them here or on BIMcomponents.com.

Did you try adding it here? I am curious to know if it works. It would be a good starting point.

This is stretchable snow guard element for roofs with clay tiles.
It have several settings that can be predefined shown in Custom Settings picture.
If its not enough object it self can be edited.
Object consist of these files inside Compressed (zip) folder: Snow Guard.prmo - Param-o file (Import via Param-o manager) Snow Guard hanger Profile.xml - Snow Guard hanger Custom profile (Import via Attributes...) Loading instruction:
- Import Custom profile "Snow Guard hanger Profile.xml" via Attributes...
- Import "Snow Guard.prmo" via PARAM-O Manager;
- Place "Snow Guard hanger" via Object tool in your project;
- Check Object settings > In "06. Snow Guard hanger profile" field choose imported "Snow Guard Hanger" custom profile.
