Master layout does not appear on Sheet layout

I have created a 30x42 Master Layout for my project. When I go to any sheet layout and select the 30x40 master I do not get the title strip lettering. I have investigated the layers by turning on all layers... but the title strip still does not appear. How do I get the title strip to appear.

Try View > On-Screen View Options > Master Items on Layout and make sure this setting is on.
