Turning off layers in one LEVEL and not on the others

I have a building with 3 levels.
i really want to have certain LAYERS turned on in 2 and turned off in the other.

It seems when i turn off a LAYER, it turns off in every layer and even my Perspective View.

any help would be super.

Is there a solution for this problem? Can you filter and hide a certain layer on a story?

Currently we are seperating walls per story, so in the 3 model it's easier to view connections etc. 

So like said before, 'walls 1st' 'walls 2nd'

In plan, you can save different views with different layer combinations for each storey.

But when viewing the 3D model, you can only have one layer combination active.

 

If you don't want to use extra layers for 3D, then maybe you could try setting up a Graphic Override to makes walls an a particular storey have a transparent surface material.
