This is normally done by using Layer Combinations.
When a Layer Combination is created it stores the Layer Intersection Priority number of Layers along with all other settings of Layers.
Then, when you save a View, you specify a Layer Combination to store in the View (it is good practice to always specify a named Layer Combination, never use a Custom Layer Combination cause you will never know what was stored in it).
So if you then need to make sure a certain Layer always has a certain settings in all saved Views, just redefine/update the definitions of Layer Combinations so they all store the desired Layer Intersection Priority number for you Layer.
