On this one, I would suggest getting in touch with your local support people. 
 
Although, there are a few things to consider.   If you do not have too many projects and you have PLNs from which you can re-share, it might just be easier to re-install. 
 
A trick that might get the installer to run, is to look for the ProductVersion.xml for the AC 13 module of the BIM Server.   This would be under Server Modules/1300/TeamworkServer.   Open that with an editor that properly handles xml files (avoid things like word or pages...  -- If you know how to use vi, then use vi).   Change the tag for the build number to a number one less than what is written.   For instance, you have 3832 as a build number for the product version, change it to 3831.
