If you are in the Navigator, then you cannot use the Reserve button of the Teamwork Palette to reserve things (I am not completely sure this is what you are doing).
In the Navigator you need to select the given item at which time the Teamwork Status panel appears at the bottom of the Navigator and you an Reserve the item.
In the Project Map, if you right-click an item (e.g. a Story) you can select the Reserve command from the context menu. In that case ArchiCAD will reserve the Settings Dialog of that item. In case of a Story, the Story Settings Dialog where you define new Stories and Change Story heights etc. In case of Sections it reserves the Section Settings Dialog.
So this Reserve command of the Navigator does not reserve elements visible on the Floor Plan. It reserves settings of items.
It works similarly in the View Map, you Reserve Folder Settings or Reserve View Settings depending on what you have selected in the View Map. E.g. you select a View, Reserve View Settings and then you can redefine the settings for that View.
If you want to Reserve elements you have to select them on the Floor Plan or wherever and use the Teamwork Palette's Reserve command or the Teamwork commands from the context menu.
