Is it possible to scale textures when rendering with the new Cinerender engine, as it is possible to do with the Internal engine?

Not sure what you mean. Do you mean to set the physical horizontal/vertical size of the texture? If so, then yes... I can post a screenshot if you're not seeing the setting.
